The sign for LOCAL COUNCIL is made up of two parts, the sign for GOVERNMENT and the sign for PLACE. (i) The sign for GOVERNMENT is made with one hand that takes the shape of curved 5 with palm facing downwards. The hand is placed on top of the head. (ii) The sign for PLACE is then made with one hand that takes the shape of a curved 5 with the palm facing downwards. The hand is placed as far forward as possible.
